[RFE] setting toolbar_style preference is ignored

I like to turn off images for my toolbar and just use text labels. In NS4 there
is a specific preferneces window for this, which if set to "text only", adds
this user pref to prefs.js:
user_pref("browser.chrome.toolbar_style", 1);
In Mozilla, this user_pref is ignored. I tried to set it to 0, 1, or 2. These
are the three accepted values accoding to some LXR source I browsed. But they
are all ignored. In all cases, I see both text and images.
I like to see text only b/c it wastes less real-estate on my screen.
I did add this user_pref while mozilla was not running, then restarted it.
Between each change I closed mozilla, made the change, then restarted mozilla.
Didn't help.
