The initial set of badges for MDN includes two automatically-awarded badges (see bug 968386#c16)
* "New Contributor" badge for a user's first edit to the wiki
* "Editor" badge for users who have edited 5 different documents on the wiki
We need a plan for rolling these out, so that we do not bombard users with badges for edits they made years ago (like what happened when WebDev rolled out automatic badges).
I propose that the Editor badge should be awarded retroactively, but that the New Contributor badge should mostly not be:
1. Award an Editor badge to any user who has ever made contentful edits to 5 different wiki pages.
2. Award a New Contributor badge to users who made their first contentful edit within the last year, and who do not have an Editor badge.
3. Going forward, award an Editor badge when a user makes a contentful edit to their 5th page.
4. Going forward, award a New Contributor badge when a user makes their first contentful edit after signing up for an account.
Note that "contentful" means null revisions must not count (i.e., where nothing was changed but a revision was created anyway). See bugs 812157 and 997763
