Bug 966166 implements @counter-style rule without support of image symbols. It should be fixed. This could be easier to implement when ::marker is fully supported and bullet content reuses the mechanism of 'content' property.

I've added a note to https://developer.mozilla.org/en-US/docs/Web/CSS/@counter-style and https://developer.mozilla.org/en-US/docs/Web/CSS/@counter-style/symbols that image symbols are not yet supported. Once this bug is fixed, those two pages need to be updated accordingly. Sebastian

The <image> value in <symbol> is at risk, and the note seemed to have been dropped from those pages, so I added a note in both https://developer.mozilla.org/en-US/docs/Web/CSS/@counter-style and https://developer.mozilla.org/en-US/docs/Web/CSS/@counter-style/symbols that image symbols are at risk and not yet supported.
