Users on IE are unable to open links in a new tab from the links in the 4 promo panels. All other links on the page can be opened in a new tab. Repro'd on IE8 & IE9, on https://www-demo4.allizom.org/en-US/ & also on mozilla.org

I suspect it's related to the JS we use to impose a delay on links so we can track the clicks in GA. I need to look further into it and if it's an easy fix it's worth fixing, but if it's going to be a pain maybe we can let it slide since we'll have a new home page soon anyway. I'll try to make time to work on it this week.
