I have an HTC One if we need to verify this.

Is this the M7, M8 or both?
They both run the same sense version, shouldn't matter.
It seems HTC devices force-dim the status bar colors. Not sure we can do anything here.
Could figure out what their dimming transform is, invert it, and at run time look up the device manufacturer in the OS constants, conditionally applying the right tint…

What the One ends up with isn't bad, it's just not intended. Perhaps this would be a good bug to leave for a new contributor looking to build their first patch?
I'd really like to avoid over-engineering this feature. It's likely a lost battle. Let's see what range of devices have this issue before doing something about it.
I assume this fixed by the backout (and its uplift) of bug 1056002 to 37.
