:drs (and I believe other Gaia devs) have mentioned they want to disable WebIDE's auto-launch when selecting an app.
It's possible the app may already be open via an activity frame, etc., so launching the app is more harmful than helpful by altering the phone's state that you are trying to debug.

We intend to move remote debugging into about:debugging (bug 1212802) and then remove WebIDE (bug 1314811), so there are no plans to improve the WebIDE UX at this time.
