Change "Save Page as" appearance in context menus

Details
When clicking on a link, the "save page as" option shouldn't be displayed as it
is currently done.
The user expects to do operations on the link more than on the page. In some
cases, he cannot perform operations on the link. E.g. when the link points to a
news (bug 114843).
Thus the 'Save Page as' appears alone, and it leads to be interpreted as a 'Save
link As', because that's what one expects (at least I was mislead).
I see two solutions:
- either not show 'save page as' when clicking on links, etc..
- reorganize the context menu. In this solution, I would put 'save page as'
under the same group of actions as 'View Page Source' and 'View Page Info'.
I prefer second option as it is easier to fix, and seems more logical: we do not
loose the feature, and actions in same context -the page- are grouped together.

The context menus will be completly changed Real Soon Now. This is eaither a
dupe, dep, or wontfix.
