Demonstrating the problem
This is likely related to bug 1153243. If I remove the badged button attribute, the buttons go to their normal size.
I have a feeling the widths need to be constrained - otherwise, the buttons get the width of the SVG being used for the icon.

What exactly does this mean? We're setting width: 16px;, aren't we?

Yeah, this was my bad - I was using an out-of-date Nightly, and didn't realize I had an update waiting.
Using Nightly from 2015-04-14, this works just fine. Sorry about the false alarm!
