Manifest update (at least for apps served from Marketplace) does indeed expose the "release_notes" field, so we could expose this, and re-use the dialogs I'm working on in the context of bug 834462 to show this information to the user.

UX triage: Ideally the user would be able to upgrade from Marketplace and then they could view the release notes there. NI to David to see if that's doable. Thanks for pinging us!
