[Blocking Requested - why for this release]:
When you open the facebook app, the theme color briefly changes to blue but then goes back to black. Looking in webIDE, you can indeed see that they have the appropriate meta tag.

Facebook recently removed theme-color from m.facebook.com. Also, this appears to be working again for sites like The Guardian. I'm closing for now but will re-open if I see it again.
