should be:

There was a bit of relative/absolute url discussion in bug#25081 & bug#92638,
but I'm not sure if there is a consensus on which is the preferred Bugzilla Way.
bug_form is being re-written for templatisation in bug#110012, so I'll set this
to depend on that for now...

AFAIK, we are sticking with relative URLs.

bug 133549 is a better way to fix this.
