The close button (2 of 3) has different url. e.g. background-image: url("/media/img/firefox/tracking-protection/close-win.017676ae600a.png");

Step 1 uses a real popup whereas the subsequent steps use fake ones created by the page so that's why you're seeing a difference. I think we increased the size of the close button on Windows (maybe just certain versions?).

I think this may actually be a duplicate of Bug 1245356

I'm going to close this as a duplicate of Bug 1245356. It should be fixed by Bug 1239856 when that lands in Nightly. If not, we can re-open here.
