I can't really reproduce the issue on Windows 7, the eyedropper feels smooth enough in my opinion.
Could you add a screen recording of the issue? What kind of hardware are you testing this on?

It is smooth enough when you mouse slowly, but when you quickly move the mouse, you can see the mouse pointer flashes.

Testing a bit more, I feel like this depends on the page where you use the colorpicker.
I can't reproduce it on a regular webpage, but I do have very bad performances on about:debugging, about:tabcrashed etc ...
Aniket, do you see this on any webpage? To be sure a link of a page where you see the issue would be great.
