Build: Sep 7 (ID: 1999090708) OS: NT 4.0 SP5 Steps to reproduce: 1. Go to http://www.amazon.com/ 2. Attempt to click any link in the "Purchase Circle" table or the "Amazon 100" table located on the right 3. Cursor does not change to the hand icon and the link cannot be clicked on.

This is a frame event targetting issue that's come up a couple times.
