The area between the title bar and content pane could be every bit as useful if
it didn't have so much vertical whitespace. Removing the excess would provide
more content space. Webmasters have a nasty habit of filling the top of the
content space with popup ads and/or ego graphics, resulting in the web page and
browser controls often consuming as much as 40% of vertical screen space when
the browser is maximized, and well over half when not. The more space made
available to the content window, the better.
Fullscreen can alleviate the problem, but only at the expense of the system
controls area, WarpCentre in the case of OS/2, taskbar in windoze, similar in Linux.
The tabs could be much shorter and still fit the same size font. The extension
of the active tab downward could retain its current utility at less than half
its current height, as could the space above the tabs. The throbber is much too
tall. The double frame around the URL bar is totally unnecessary, stealing both
horizontal and vertical space. The back/forward/reload/stop buttons are
needlessly large, and the space they consume could be still less by replacing
them with words. The main menu words font size is nicely chosen, but there is
simply too much space above and below. It is nice to have the buttons to turn
the control subsections on/off, but the resulting off status is much too tall,
half the height of the personal toolbar, and much larger than corresponding
buttons in mailnews or Netscape 4.x.

Invalid. Please file only one problem per bug report, unless the problems will
obviously be fixed with a single patch, which is obviously not the case here.

I should think this would be likely solved through theming, an overall kind of
thing indeed solved by one broad fix. If not, then there would need to be a
tracking bug to coordinate the individual components and achieve the desired
effect, which would be this bug.
