The privacy notice has been re-written and will soon be opened in a tab on first run in place of the bottom infobar that links to the data choices section of the preferences.

We need to update the Privacy notice page to align with the rest of the onboarding flow. In addition, in discussions with the legal team we've come up with some suggestions for the design - https://docs.google.com/presentation/d/19yYhDwWYvHFq6wsnxSxIH5moiIK8crfz_7BgVed7MV8/edit?ts=58faadf8#slide=id.p

This page should also include the ability to link to the appropriate section of the preferences so that a user can read about a control and then be able to click a link to be taken directly to that control in the preferences. See Bug 1335454.

I changed the priority of this because this is part of our MVP user-flow. This tab will be open when Firefox first opens and therefor needs a visual and IA update to fit into this flow.
