I don't think we use XUL templates anywhere, so we could provide a configure to disable them, and avoid building and shipping them.

Some legacy addons may require XUL templates, so please keep XUL templates enabled until legacy addons won't be allowed anymore into Firefox. (Note that XUL templates may use not only RDF datasources, but also Sqlite databases, or any other kind of datasources implementing nsIXULTemplateQueryProcessor...)
Does this affect <tree> and its items? Even if the template datasource is not RDF?

Oops, I missed this bug when I filed bug 1425356. Good news, patches just landed there. :-)
