URL bar won't load page when enter is pressed

Details
Using Mozilla 0.9.9 and 0.9.8 I have not been able to type an address in the URL
bar and hit enter and have Mozilla load the address. I must use "Open Web
Location" under the file menu in order to navigate to a new URL.
