For example if a throttled background window would start playing audio. Mostly important for budget based throttling (bug 1377766).

Tabs that start playing audio currently have a 1 s gap due to the existing throttling but it could be worse if we're throttling them on a budget.

AFAIK these aren't destined to be fixed in 56 or 57 so I'm setting the priority to P2.
