Details

This runnable is in the top 25 unlabeled runnables according to telemetry. I *think* this is similar to bug 1376851, and we can just dispatch this runnable to the system group.
This message (and all the other PJavaScript messages) are only used by legacy add-ons, so we can ignore them.
Do we have a bug on file for deleting PJavaScript, or is that just expected to happen in the normal course of 57 "rip everything out" work?
We still have to use it for tests, since a lot of tests still use CPOWs. I don't know of any bug related to it.
