full screen mod opened but bookmark toolbar was not there

This is intentional. We hide the extra toolbar because fullscreen is typically used because you want to maximize space, so showing the entire bookmarks toolbar isn't really helpful for that purpose. We don't intend to change this permanently, and it's not important enough to have a dedicated option.

Full screen not only hides tab bar,addressbar,bookmark bar, it also hides task bar (windows,at the bottom having apps pinned to it,shows time).
Usr may want to hide task bar,tabsbar and address bar.Having an option to get bookmark in full screen mode maybe usefull to many users.

You could make the same argument for every single other item, or for more fine-grained control when autohide is turned off. There's no reason the bookmarks toolbar is special in this regard. In any case, it seems there's an older bug on this that's still open, so this can just be a dupe. I don't think anyone will change this in a hurry without some more concerted user experience thoughts as to why/how/when which toolbars should (shouldn't) be hidden.
