Build: 11/20 xpviewer Platform: Win 98, Win 95
1) Launch xpviewer and go to either www.webcrawler or www.excite.com.
2) Notice the ordered lists on either page don't have their bullets.

there are a few points:
1. the friday build had a totally hoarked *layout*.
2. this was a *layout* issue.
3. i don't see the problem today.
4. 95% of the time, when something renders incorrectly, it's because *layout*
produced bad results. if the layout is bad, yes, it will *render* incorrectly,
but it's the layout, not the rendering that's the problem.

This problem was happening in the 11/20 build.However, the latest build 11/23 has
solved this problem. Reopening bug to mark as fixed.
