about:addons
and click on the Themes list. Then click on the theme that you just installed. - Look below the "Allow automatic updates" section.

Note that the radio inputs to toggle the private browsing permission are not visible.

I was able to reproduce this issue on Firefox 68.0a1 (20190513082256) under Win 7 64-bit.
This issue is verified as fixed on Firefox 69.0a1 (20190523215203) and Firefox 68.0b4 (20190523115432) under Win 7 64-bit and Mac OS X 10.14.1.
