Both about:preferences and about:addons sidebars have no dotted outlines when clicking them.
I guess the same should apply to about:debugging.

I can't reproduce this on OSX, it might be platform specific. Which operating system are you using?

Windows 10.
Edit: I'm unable to reproduce on another Windows 10 machine. Will retry today when I'm back home.

Ah, I now understand why.
STR:
- Open about:debugging
- Hit Ctrl+Tab until you get to one of the sidebar buttons
- On the next mouse clicks of either of them, they'll get the dotted outlines
Note that you'll also be able to drag these buttons, whereas this isn't possible on about:preferences and about:addons.
