Both about:preferences and about:addons sidebars have no dotted outlines when clicking them.
I guess the same should apply to about:debugging.

I can't reproduce this on OSX, it might be platform specific. Which operating system are you using?

Windows 10.

Edit: I'm unable to reproduce on another Windows 10 machine. Will retry today when I'm back home.

Ah, I now understand why.

STR:

  1. Open about:debugging
  2. Hit Ctrl+Tab until you get to one of the sidebar buttons
  3. On the next mouse clicks of either of them, they'll get the dotted outlines

Note that you'll also be able to drag these buttons, whereas this isn't possible on about:preferences and about:addons.
