the Open command from the File menu does nothing, as well as the Command -O
keyboard command, as long as no other windows are open. if an empty browser
window is open, the open file command works fine, and the file is opened into
the front _open_ window.
Reproducible: Always
Steps to Reproduce:
1.Start Mozilla .1b
2.close any open windows
3.choose open file from the file menu
Actual Results: nothing
Expected Results: a open dialog box should come up
