I tried reproducing this issue using latest Nightly and using two different machines (mac 11 and mac 10.15) with an extra monitor connected to them but I could not reproduce it, the tabs dragged to the secondary screen are opened on the secondary screen as new windows.
I am going to close this as worksforme, please reopen it if this issue turns up again on latest builds, maybe some specific hardware is required.
