Steps to reproduce:

1. Open https://live.bstv.bg/
2. Play the video, enter fullscreen
3. Press Ctrl + F5 or just F5

Actual results:

Page refreshes, without showing the tab bar and address bar.

Expected results:

Firefox should have shown the tab bar and address bar on page refresh.

Hello I tried reproducing the issue following the STR provided in the description but I wasn't able to reproduce it using Firefox 82.0a1 (2020-09-02) on Ubuntu 18.04 LTS.
Could you please answer the following questions

1. On what Linux version did you encounter this issue?
2. Does this issue happen with a new profile? Here is a link on how to create a new profile: https://support.mozilla.org/en-US/kb/profile-manager-create-remove-switch-firefox-profiles
3. Are you using add-ons? If so could you please list them?
4. Does this issue occur in the latest nightly version of firefox? Here is a link from where you can download it: https://www.mozilla.org/en-US/firefox/channel/desktop/

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.

I can reproduce this issue with the steps in comment 0 but only reliable with Ctrl+F5 (F5 fails most of the time if not all the time).

Also it seems to only happen when Fission is enabled.

Given that it's reproducible and may block fission, I suppose it should be reprioritized.

I landed an unrelated fullscreen change that I suspect might fix things here, :xidorn are you able to reproduce on a recent nightly still?

I'm the OP, cannot reproduce now. Let's also see if Xidorn can reproduce.
