[Steps to reproduce]:

  • Open a Private Window and press Up/Down arrow keys while the cursor is in address bar

[Expected result]:

  • Nothing happens, just like when clicking inside address bar

[Actual result]:

  • Top Sites are loaded

[Regression range]:

  • This reproduces back to 2020-01-12 (or around) when Address Bar TopSites were introduced

I think this is the expected behavior (for now) Top Sites are not shown by default when opening the window, but you can still show them pressing UP or DOWN. We're evaluating whether click should also do the same.
