Here is the relevant tag from the page source:

It looks as if it's completly ignored. The background 'curve' image does not
show up nor does the aqua color. The links aren't the right color either.
To haphazard a guess I would say there is something missing from their HTML,
something 4.5 doesn't mind but Seamonkey does.

same thing at http://www.winamp.com
The parser bug was fixed; the page is an example page (I believe) of layer
incompatability issues.

this just in:
WinNT 99032 - I can no longer reproduce this bug. Was it really a bug?- Yes. Is it now? - No. (miracle/overlooked fix)
MacOS 99032 - This was never an issue with MacOS and it isn't now.
Linux - 99033 - Well, now it doesn't work right on linux and is now bug#2485.
Will the powers that be please adjust status/resolution accordingly.
