Additional Details :
Exiting the browser triggers an XP_ASSERT(0) on the
unimplemented function net_CleanupMailtoStub.

As far as I understand there isn't a resolution on mailto: urls till there is a
mail solution for mozilla. In the meantime there are asserts that make sure we
are not calling them unnecessarily. I will look into this.

Changing all Networking Library/Browser bugs to Networking-Core component for
Browser.
Occasionally, Bugzilla will burp and cause Verified bugs to reopen when I do
this in a bulk change. If this happens, I will fix. ;-)
Bulk move of all Networking-Core (to be deleted component) bugs to new
Networking component.
