We currently ignore that pref, but if the user disables the chat module, we should:

  • Remove the Chat button from the spaces toolbar.
  • Ensure that keyboard shortcuts to open the chat are inactive.

Now that we have a scalar telemetry probe we can evaluate if this pref is actually being used.
