Steps to reproduce:

Seen in TB 102 beta 7:
Open TB, start new composition, switch to S/MIME, "View certificates of recipients".

Message Security window comes up much too small. Once made larger, the new size seems to be persisted for the next session.

We also saw an issue with the sending dialogue, that came up to small, too. You might want to check that as well.

Well, it came up small only showing the title bar on one occasion, and then never again.
