If a web page (opened by, say, an extension) triggers a download, then in Thunderbird 91 you are prompted with the "Opening..." dialog, where (depending on the type of file) you can choose to save the file or choose an application to open the file with.
In Thunderbird 102b8 however, this dialog is ignored and you immediately invoke the OS "Save" dialog. I think there may be certain downloads which bypass even this and silently download the file but I don't have a repeatable test case for this.
The easiest way I have found to trigger a download for testing purposes is to open the error console and enter openContentTab('https://www.thunderbird.net/download/');

I remember the old save-as dialog being removed by m-c and Geoff re-implemented it for attachments. But I could be wrong.
As long as silent download is not happening, what is wrong with the OS save-as dialog in this case?
