Details
I am using the nightly binary build of 12-03-98. Both viewer and
xpviewer display the last (or only) line of a paragraph incorrectly.
I have the whole body set to justify. Justification should apply to
all except the last line of a paragraph. In fact your code applies it
even to the last line.
The result looks absurd. It also applies it to single lines, e.g.

The problem here is that you are treating the BR element the same as a line-
break from text overflow of line-boxes. If a line was terminated by a BR
element you need to justify it left if the writing direction is ltr and right
if it is rtl.
