Probably caused after fixing bug 1792204.

STR:
1.) Click on the Addressbar
2.) Shrink the window to a smaller size

Actual: Last Quickaction Button and Help Button are overlapping.

Expected: Either hide the Help Button or create a second line with Quickactions.

We decided to hide the help button until making SUMO page and deciding the spec (now experimental) in bug 1796017.
Please let me fix this issue when re-showing the help button.
