In effect also complained about in bug 115590. Related: bug 86862: There is a keyboar shortcut that can change this mode. I too would very much prefer that the option was permanently available in the Options menu.

This is very annoying because I usually compose messages in text/plain. Sometimes when I need to compose html-messages, I have to change Account settings, compose and send message and change settings again. Another option is to check "Compose messages in HTML format" and select "Format > Plain Text Only" for all outgoing messages. "Format > Auto-detect" sends messages in text/html format, even if only text is written.

I agree this is very annoying. I didn't know the keyboard shortcut, but I'd prefer the "Option | Format" menu to be there, also when my defaults are set to compose plain text messages. Related: http://bugzilla.mozilla.org/show_bug.cgi?id=137884
