Clicking on a 'mailto' link in the browser correctly starts Composer using plain
text, as standards require. However the option to change the send format is
gone from the menu so I can't use HTML even when I know the recipient can use
it. [This even happens when clicking on the E-mail link for entries in the
address book - clicking on the Compose button works correctly.]
Reproducible: Always
Steps to Reproduce:
1. Click on a browser mailto link or address book entry email link.
2. Try to change the send format (normally Options->Format)
Actual Results:
Options->Format is missing
Expected Results:
Options->Format should be there.

This is not a duplicate of bug 182055. That bug describes a different way that
the options->format menu item is not present (ie. compose in HTML box is
unchecked). Even if compose in HTML is checked then this bug still occurs on
the mailto link.
It could be considered a duplicate of bug 189407 since the same patch will
almost certainly fix both bugs.
Mailto links *always* start mozilla in text-mode (bug 167815), a state where
it's NOT in html mode or in other words where "html mode is off". So - the menu
is missing. It's the exactly same problem.
