This is not a duplicate of bug 182055. That bug describes a different way that the options->format menu item is not present (ie. compose in HTML box is unchecked). Even if compose in HTML is checked then this bug still occurs on the mailto link. It could be considered a duplicate of bug 189407 since the same patch will almost certainly fix both bugs.

Mailto links *always* start mozilla in text-mode (bug 167815), a state where it's NOT in html mode or in other words where "html mode is off". So - the menu is missing. It's the exactly same problem.
