Details
The page explicitly specifies a 48em width for BODY, where 1em=10px. Yet the
width is apparently unconstrained - depends on the viewport width

I think this will get fixed when we move scrolling from the BODY to HTML and
reconstruct the root of the tree. So I'm assigning it to troy because he is
working on that problem.
