Details
The relevant section of the HTML 4.0 spec is:
http://www.w3.org/TR/REC-html40/present/styles.html#h-14.2.1
But basically, the bug is that NGLayout fails to recognise the
"Content-Style-Type" HTTP header as required by HTML 4.0.
Correct support would imply ignoring any "style" attributes if
the language was an unrecognised one (i.e., not "text/css").
