<See related bug #20269. Bug template eschewed for this bug due to probability of it being a duplicate, and simplicity of reproducibility.> Using 1999112908 build on all Windows NT 4.0SP5, Linux & Mac OS, the Preferences keyboard command (Command-E) doesn't invoke preferences within the Browser. They are, however, correctly invoked if selected directly through the mouse, rather than with the keyboard shortcut. (Yes, I've clicked within the browser window to be sure it had focus, in case it mattered.)

Waterson, this is that bug where the menu doesn't work until it has been poped up/created. I thought we had that fixed?
