<li> breaks <center> in table cells

Details
The url illustrates two <center> problems with <li> items inside a table:
1. The second table row has an "<li>" which is not inside any list (yes, it's
poor html but it's a popular way of making bullets). 4.5 centers it, viewer
does not.
2. The third row shows a three-item unordered list all inside a center tag. 4.5
centers the items along with their bullets, which was what I expected; viewer
centers the items but not the bullets, which looks ugly.
