The Export option in the bookmarks manager exports copies of the bookmarks.html, which is not really that useful... I really don't care if mozilla is willing to internally deal with that format, but it *must* be able to be able to export bookmarks in a same format (There is no standard for bookmarks AFAICT; but I'm just talking about properly nested xml tags here! Duping to bug 55057 (exporting to XML) since you mentioned that format twice in your request.
