The test app doesn't need to exist as there's no point getting feedback on something that isn't a real app. I spoke to Bo3b Johnson from Full Circle Software and he indicated that the release team is doing the work to get talkback into the builds.
Besides crash data, it gives us an idea about who's running the app. Yes, it's a little early for this. This probably should be a Netscape bug and not a Mozilla bug.
