Details
The cookies UI is scattered amongst a few locations in the tree. mvl and I
agreed that this sucks, and someone should clean it up at some point. So I
figure I'll do it early in 1.7a

i thought up a vague plan for this a while ago, although it was kindof
firebird-centric. see http://bugzilla.mozilla.org/show_bug.cgi?id=210561#c11.

It this also an opportunity to remove some overlays?
For example, removing the cookieTaskbarOverlay.xul by moving this
statusbar icon thing to the corresponding navigator.xul resp. browser.xul?

this is pretty much moot now, files are in sane places -> fixed
