- Go to macsurfer
- Try to drag the scroll thumb all the way to the bottom of the window/page.
About 1/2-way through the document, the scrollbar will start to freak out
(alternating between the middle and the top), the document won't scroll any more,
and releasing the mouse will cause the thumb to pop back to the top of the bar,
even though the page is still scrolled to the middle.

A variant of this problem also occurs if you horizontally shrink the window, and
hold the downward-pointing scroll arrow. (like, on www.macintouch.com)
Halfway through the page, it will restart at the top of the page. It never stops
scrolling (well, I got bored after a few iterations.)
[John, I can split this into a separate bug if it isn't directly related; seemed
pretty close, given that both happen as soon as you hit halfway down through the
scrollbar. Just let me know.]

Verified fixed in 1.22.99 build of Seamonkey using www.macsurfer.com.
Verified by:
- drag scrolling the thumb to bottom of page and back up
- scrolling via arrow buttons to bottom of page and back up
- scrolling via clicking several times in scroll region to bottom of page
and back up.
