An example of this is on Yahoo or AOL where instead of getting dots you get
summation signs. ATSUI appears to fix this problem so we might not have to fix
this bug.

David, do you have a specific testcase for this fix?
www.aol.com If the conversion is not done the bullets appear as someother
character ( square root?). Should also happen on Yahoo and any other page using
some 8 bit chars.

It *appears* to be working, but I'm not 100% certain. Could you look at it and
see if it is behaving as it should? If so, then I'll close the bug.

On the 99084 build, the 'bullets' appear to show up as tiny dashes. They aren't
exactly bullets, but they aren't square root symbols either. On windows and
linux, they show up as tiny bullets and not dashes.
My question: should this be a true bullet and not a dash?
