If you resize the window, the scrollbar shows up, but afterward none of the links are clickable.

Can you please post a url ? Also, are you using motif (what version ?) or lesstif ?
Were you using motif 2.0 or lesstif ? A lot of scrolling problems have been fixed in mozilla since you filled this bug. Do you still see it ?
