right and bottom margins on HTML is incorrectly sized

Details
The url quoted should result in a 32px margin around body all the way around,
but it seems to result in right and bottom borders of more like 100px.
(Or is this a StyleSystem bug?)

There was a problem with the scroll-frame not handling 'padding' properly
