You cannot open a new browser window period (as far as I can tell - the hotkeys [cmd-n] do not work either). As soon as you close the download manager, the File menu is accessible and you can open a new browser window. Reproducible: Always Steps to Reproduce: 1. Start a download 2. Close all browser windows - leaving the download manager open 3. Attempt to open a new browser window with cmd-n or via the File menu Actual Results: cmd-n produces no results, trying to click on the File menu highlights "File", but no menu comes down. Expected Results: I should have gotten a new browser window, and the File menu should be accessible.
