If you have a download in progress and you close all of your browser windows (so
that the download manager is the only thing open) you can no longer use the File
menu. You cannot open a new browser window period (as far as I can tell - the
hotkeys [cmd-n] do not work either).
As soon as you close the download manager, the File menu is accessible and you
can open a new browser window.
Reproducible: Always
Steps to Reproduce:
1. Start a download
2. Close all browser windows - leaving the download manager open
3. Attempt to open a new browser window with cmd-n or via the File menu
Actual Results:
cmd-n produces no results, trying to click on the File menu highlights "File",
but no menu comes down.
Expected Results:
I should have gotten a new browser window, and the File menu should be accessible.
