Eudora has a bug where the second question mark and everything after it (i.e. the query string or a URL) are lost when the mailto: syntax is used to mail links. This doesn't happen when IE sends a link through Eudora because IE uses the MAPI interface. Under Windows, it would be more reliable to use MAPI instead of the mailto: protocol to send links.

No way. The most reliable thing to do would to allow the user to configure the mai l client. Personally, I use Thunderbird for email and I can't get Firefox to use it! Talk about nuts! From a developer standpoint, MAPI is VERY unrelable unless the user works in a corporate environment where every machine is the same.
Allowing configuration of the mail client has nothing to do with this bug. Configuring mailto: to use Thunderbird should let you send links from Firefox currently. Whether that works for you or not is irrelevant to this bug.
I find that with the current versions of Firefox and Eudora, when I use File/Send_Link, that the _first_ question mark and everything after it is lost. For instance, I was visiting the page with an article and I wanted to send to an news article to a friend, and I was visiting http://www.adtmag.com/article.asp?id=10156 When I used "Send Link", the email message was populted with only http://www.adtmag.com/article.asp which, of course, is wrong. On a different system with same version of Windows and Firefox, "Send Link" worked correctly for Outlook Express. My versions are Firefox 1.0 Preview Release and Eudora 6.1 on Windows XP. Comments? Should this be submitted as a new bug?

This might resolve bug 227268 too.
Dealing with (unpopular) broken clients is not enough of a win to be worth the investment. If there are other reasons why we'd need this, we can revisit.

Indeed, shame on us for not being responsive then - trying to fix that now, but it involves wading through a lot of old bugs :)
